In recent years, thanks to the technological innovation of the road control instruments, a whole series of electronic devices have been patented to help the Police Forces in the control of offenses against the Highway Code. Targa System is active in over 500 Italian municipalities, identifies violations of the Highway Code in less than 3 seconds and allows agents to establish an efficient and active safety net throughout the national territory.


Targa System is a license plate recognition software produced by Game Club S.R.L., a company from Vicenza, which was born as a developer of software for videogames and in 2009 changed course to specialize in the video surveillance sector. Starting from the installation of devices for municipal services, Game Club has been able to evolve, adapting its products to the needs of the market.

Customers’ requests allowed various software solutions, including the Targa System, bringing together low costs and high yields, which is currently not yet present on the Italian market. Targa System is an instrument intended for the police forces, with the aim of offering them a valid support in the protection of roads and in the identification of irregularities. For drivers, recognizing a Targa System device is practically impossible, since it works like a normal video camera, which can be placed at an intersection, on a main road, or can travel aboard a police car. Among other things, since it isn’t intended for the detection of vehicle speed, its presence must not even be reported to motorists, which is known to be mandatory for safety cameras.

The goal, in fact, is to find, through the scanning of the license plate, the scoundrels that circulate without insurance coverage, without having renewed the revision, or even worse with a stolen vehicle or put under seizure.


Understanding how Targa System works is very simple. It is a license plate recognition software, which can be installed on a simple video camera or can be combined with a specific device, produced by the same company. At the same time, the camera can be placed on a fixed support, such as on a traffic light placed at the intersection of several streets, or it can be used in movement.

How does the recognition of a plate work? The camera scans the license plates, sending information to the server, which is connected to the archives of the Ministry of Transport, Invass and the Ministry of the Interior. Entering the ministerial databases means having access to a lot of information, such as the expiry date of the insurance or the audit. This information returns, within a few seconds, in the hands of police officers, who can control them directly from the tablet or smartphone.

An important aspect to note is that Targa System doesn’t autonomously detect the infraction (as happens with safety cameras), but it is a support to the control activity carried out by police officers. So when the municipal agent detects, thanks to the aid of the Targa System device, the vehicle is without insurance coverage or without revision, it will only inform the patrol that is ahead, which in turn will provide stop the vehicle, check its documentation and make the report.

If the system shows irregularities, the agents can also proceed to the deferred notification of the assessment report. It must be said, however, that this is possible only in the event that the agent, who detected the infringement through Targa System, or the patrol that is further downstream, can not proceed to immediately challenge the violation in comparisons of the motorist. This happens when for example the offender is not present in the car, or the vehicle is launched at high speed or is crossing an intersection with the red light.


Targa System, through the scanning of the plate, can highlight to the Police forces various code violations, such as the lack of a regular insurance coverage and the lack of a regular revision. In addition, Targa System device is able to detect other offenses. For example, it recognizes cars subjected to seizure or under administrative arrest, while at the same time identifying stolen cars or those appear in the Police blacklist.

In this regard, please note those who circulate with the expired RC car insurance risk, if defected by Targa System, a penalty. The administrative sanction is followed by the seizure of the vehicle (with relative costs of custody) and, in the case of driving with counterfeit or forged insurance, even the suspension of the licence for one year.

It is slightly better for those who forget to carry out the overhaul of the vehicle: if you get caught by the police, you risk a fine of a lower amount. The administrative penalty follows the suspension of the circulation of the vehicle until the revision is carried out (this note is made by the agent on the registration certificate).

Targa System Cameras are virtually infallible, working day and night, with rain, snow, fog or other adverse weather conditions. They can guarantee a good result both in movement and positioned on a fixed support, and at the same time they can scan the license plate of stationary or moving vehicles. Its reliability remains unchanged even if a vehicle travels a stretch of road exceeding 100 km / h. In practice, the functionality of Targa System Cameras is compromised only in case of tampering with the lens or the license plate.

Concerning tampering with the number plate, remember that it is strictly forbidden to dirty, tamper with or falsify the number plate. The Highway Code, in fact, states that “on vehicles, motor vehicles and trailers it is forbidden to affix entries, badges or abbreviations that may create ambiguity in the identification of the vehicle“. If for any reason the license plate could be illegible or voluntarily tampered with, there would be a risk of penalties, with relative administrative shutdown of the vehicle.
